- Authorised by the Legislative Yuan in May 2021, inaugurated on 30 December 2021 and formally established on 1 January 2022, by merging the All-out Defense Mobilization Office with the Armed Forces Reserve Command. The merger is the substance of the reform rather than an administrative tidy-up: it put reserve mobilisation, materiel mobilisation and civil-defence coordination under one agency reporting to the Ministry of National Defense, where they had previously been split between a policy office and a troop command. The Armed Forces Reserve Command continues as an affiliated organisation beneath it. Four divisions carry the work — Manpower Mobilization, Materials Mobilization, Mobilization Management and Mobilization Integration — and the last of those names the problem the agency exists to solve, which is that mobilisation in Taiwan runs through civilian local government as much as through military channels.
- Points forts
- Its authority spans the civil–military boundary, which is where Taiwanese resilience planning actually sits: the same agency publishes the public civil-defence handbook, coordinates the annual Urban Resilience exercises with municipal and county governments, and administers reserve call-ups. Three editions of the handbook have been issued since 2022, the most recent in September 2025 with a clearer focus on wartime scenarios than its predecessor. The 2026 Urban Resilience exercise cycle was run with eleven municipal and county governments from April onward, and its mobile-network throttling component in August 2026 was the first population-scale continuity test of its kind conducted by any democracy.
- Limites
- An agency can standardise a training requirement and cannot by itself produce readiness. The 2026 reform raised education mobilisation call-ups to a uniform fourteen days, replacing a five-to-seven-day programme and removing the double-credit arrangement that had softened the longer format since it was piloted in 2022, and the ministry reports a 93 per cent rate of matching reservists to their original posts. Those are inputs and administrative outcomes. Whether the resulting reserve system performs is contested among Taiwan's own analysts, surveys consistently show modest personal preparedness, and Vigil publishes no assessment of reserve readiness, no strengths and no mobilisation timelines. A training standard, an exercise and a demonstrated capability are three different things and this record keeps them apart.

Rappels de réservistes harmonisés à quatorze jours
Le ministère taïwanais de la Défense confirme en juin 2026 que toutes les convocations d’instruction de mobilisation sont normalisées à quatorze jours, remplaçant le précédent programme de cinq à sept jours et supprimant le mécanisme de double crédit qui atténuait le format de quatorze jours depuis son expérimentation en 2022. Le ministère fait état d’un taux de correspondance de 93 pour cent pour la politique de réaffectation des réservistes à leur poste d’origine, ce qui permet une instruction en groupes fixes, et annonce son intention de développer l’entraînement en conditions réalistes et de réviser la réglementation concernant les réservistes femmes. Han Kuang 42 s’achève après dix jours
Le 42e exercice Han Kuang de Taïwan s’est achevé le 14 août 2026 au camp de Bo’ai à Taipei, dix jours après avoir commencé le 5 août, en présence du chef d’état-major général, des chefs d’armée et des commandants régionaux. Le ministre de la Défense Wellington Koo a déclaré que l’exercice s’était déroulé pour la première fois avec des centres de commandement pleinement opérationnels à tous les niveaux et avait conservé le format sans scénario préétabli, les unités répondant à des ordres évolutifs plutôt qu’à une séquence répétée ; il a salué les troupes participantes et demandé aux officiers de traiter les problèmes que l’exercice avait mis en évidence. Les comptes rendus le décrivent comme le plus grand exercice militaire de Taïwan depuis 1984, mobilisant plus de 20,000 réservistes. Ses volets sur les dix jours comprenaient les deux fenêtres de bridage du réseau mobile enregistrées séparément ici, la dispersion de la production d’armement et la mobilisation de l’industrie civile, un entraînement à la résilience urbaine mené au sein de l’exercice militaire, et le premier exercice conjoint anti-blocus de la marine et des garde-côtes.
