Caractère physique

Terrain dominant
Le Niger ralentit après sa confluence avec le Bani près de Mopti et se divise en défluents, lacs et marais saisonniers sur une vaste plaine inondable plate. En période de crue, le delta atteint environ 20,000 kilomètres carrés — une superficie comparable à celle de la Suisse —, s’étend sur trois régions administratives et fait vivre quelque deux millions de personnes. À l’est, le plateau dogon et la falaise de Bandiagara constituent le seul relief notable du centre ; au sud-ouest, le périmètre irrigué de l’Office du Niger impose un paysage aménagé de canaux sur ce qui était une savane sèche.
Implications pour la mobilité
This is the inverse of the northern desert: the constraint is not distance but water, and it moves with the calendar. In flood, movement collapses onto causeways, embankments, the few all-season roads and the river itself, and large areas become reachable only by boat. In the dry season the same ground opens and cross-country movement is easy. The consequence for the conflict is that a place can be accessible and isolated in the same year, that light motorcycle-borne mobility works far better than heavy columns for most of the cycle, and that a village cut off from a road can be cut off from the state without anyone occupying it.
Contraintes saisonnières
The defining fact of the record. Rain in the Guinea Highlands reaches the delta months after it falls, flooding it roughly from September to December and draining through the first half of the year. Everything else follows that clock: transhumant herds enter the floodplain as the water withdraws, farmers plant and harvest against it, fishers work it. Since the late 1980s recurrent drought and reduced river discharge have shortened and weakened the flood, which is why competition here has intensified as a trend rather than only as an effect of the war.
Eau et obstacles naturels
The river is simultaneously the barrier, the route and the resource. Crossings and the towns that hold them carry weight out of proportion to their size, and the seasonal expansion of water does more to separate populations here than any relief feature does. The Bandiagara escarpment is the only significant terrain barrier in the centre.
Urbanisation et peuplement
Moderate and riverine. Mopti, Sévaré, Djenné, Ségou and Niono are the reference points, strung along the river and the irrigation system, with a dense rural settlement pattern between them that has no equivalent in the north. That density is why the centre generates communal violence and village blockades where the north generates convoy ambushes.

Portée opérationnelle générale

Central Mali is where the war stopped being a northern or Tuareg phenomenon and became a state-absence phenomenon, and the terrain explains why it took that form. Three effects matter. First, seasonality gives an armed group with local knowledge and light mobility a recurring annual advantage over forces that depend on roads and vehicles. Second, the flood cycle is also the resource cycle: grazing, farming and fishing rights are negotiated against a calendar that has been weakening for four decades, and that competition is one of the insurgency's oldest recruiting grounds. Third, a dense rural population on contested ground means pressure here is applied to villages as much as to garrisons — blockade, taxation and displacement alongside assault — which is why this is the deadliest theatre for civilians and the one where humanitarian access is hardest. Since mid-2025 the garrisons have been attacked too, and the terrain bears on that as well: a camp a hundred kilometres into a delta that floods from September is a camp a relief column reaches slowly, if it is sent.

Observé

Since 2015 the documented pattern in the centre has been village-level coercion rather than territorial offensive: sieges of settlements such as Farabougou, taxation of the irrigation zone, school closures, communal massacre as at Ogossagou in 2019, and reprisal operations by state and Russian-partnered forces of which Bombori in July 2026 is the most recently documented case. Since mid-2025 a second pattern runs beside it and does not replace it: set-piece assaults on army camps — Boulikessi in June 2025, Dioura in May 2025 and again on 10 September 2026 — each followed by looting and withdrawal rather than by occupation, and each followed by the camp being left empty. The coercion is still applied to villages; what is now also happening is that garrisons are being removed from the same ground.

The terrain does not cause that pattern, but it makes it cheap. Where population is dense, dispersed and seasonally isolable, an armed group can govern by controlling access rather than by holding ground — and a state can lose a region without losing a battle in it.

Ce qui reste inconnu

  • Hydrological data on flood extent and duration exists in the scientific literature but is not integrated with conflict reporting in any published source Vigil can cite for a specific season, so the link between a particular flood year and a particular pattern of violence is argued structurally here, not demonstrated.
  • Customary access institutions — the fishing guilds and the pastoral diowro that regulate entry to the floodplain — are documented ethnographically but their current functioning under armed-group pressure is not, and this record does not assert that it continues.

Que les agriculteurs de l’Office du Niger et du delta atteignent ou non leurs champs au moment des semis et de la récolte est la mesure pratique de la pression insurrectionnelle dans le centre — plus parlante que les décomptes d’incidents, car un blocus se traduit par une absence d’événements.

Une crue qui s’affaiblit, facteur de conflit

La baisse du débit du fleuve et le raccourcissement des périodes de crue aiguisent la concurrence entre agriculteurs et éleveurs dans laquelle l’insurrection recrute. C’est une variable lente, et le module la consigne comme telle plutôt que comme un choc.
