Synthèse

Russia has been Mali's principal security partner since Wagner's arrival in December 2021, with the transition to the defence-ministry Africa Corps in June 2025 changing the structure rather than the relationship. Mali carries roughly two thousand personnel, the largest of Russia's three Sahel deployments, together with a documented combat history and two documented civilian-harm cases in 2026 alone. What Mali obtains is combat manpower, aviation support and political cover; what it also obtains is Moura and its successors, prestige losses at Tinzaouatène and in the 2026 withdrawals, and a partner whose own war in Ukraine caps what it can send. What Russia obtains is strategic position, mining-linked revenue arrangements reported by UN panels and investigative outlets, and proof that a security offer with no conditions and no lectures outcompetes the Western one among coup governments.

Pourquoi c’est important

It is the relationship that replaced two decades of Western security partnership, and the module's evidence on what that exchange actually bought. The answer is not simple in either direction: the partnership delivered combat capability the Malian army did not have, and it has not reversed the insurgency it was brought in to defeat.

What is established is the paper above it: an agreement on the fundamentals of relations signed in Moscow on 23 June 2025, the Russia–AES defence memorandum of 14 August 2025, and the July 2026 Niamey joint statement — none of whose texts is public, and none of which has been shown to change the reported price, still put near the Wagner-era figure of about US$10 million a month.
