Historique notable: Raised in the 1992–93 war against Georgian forces, with volunteers from the North Caucasus and Russian support that both sides describe differently, and consolidated after the 1994 Moscow ceasefire as the de facto army and interior ministry of an entity no state recognised until Russia did in August 2008. The 2008 recognition brought a bilateral treaty and, under it, the Russian 7th Military Base; a 2014 treaty of alliance and strategic partnership provided for a joint grouping of forces. Since then the structures' story has been one of dependence contested at the edges: the de facto authorities have refused Russian investment and property terms more than once, changed their leader in the crisis of 2024–25, and kept their own institutions where South Ossetia let its fuse with Russia's. Their policing of the boundary line — detentions for "illegal crossing" — is the main activity the EU monitoring mission records from the other side.
Points forts: Institutional continuity over three decades, a Russian garrison and guarantee, and a population whose security identity was formed in the 1992 war and has not been contested internally since.
Limites: Wholly dependent on Russian funding and on the Russian base for any defence beyond policing; recognised by a handful of states; and, since the 2024–25 crisis, an entity whose relationship with its guarantor is itself the open question. Vigil grades the record low because the structures' size, order and command are not described by any independent source.
