Baku and Moscow signed the Declaration on Allied Interaction on 22 February 2022; its content, on the published summaries, is consultation, economic and transport cooperation and a mutual-respect clause rather than a defence commitment, and Vigil records it as an instrument short of alliance. Pourquoi c’est important

Azerbaijan is the one state in the module that Russia neither guarantees nor threatens, and the corridor politics of 2025 cannot be read without that: Baku accepted an American-run transit project across Armenia in the same year its relationship with Moscow was at its lowest, and Moscow's formal objection to the TRIPP framework is the objection of a partner whose monopoly on regional mediation the declaration was supposed to preserve.
