Synthèse

Iran objects to any arrangement it reads as severing its border with Armenia, and has said so about every version of the Nakhchivan connection from the 2020 trilateral statement's transport clause to the 2025 Washington declaration's TRIPP route. Beneath that standing objection the relationship has moved: an armed attack on Azerbaijan's embassy in Tehran in January 2023 killed a guard and closed the mission; Baku accused Tehran of tolerating hostility and reopened the embassy only in July 2024. The repair ran through infrastructure — the October 2023 agreement on a road and rail link to Nakhchivan across Iranian territory, Iran's own interest in the north–south transport corridor through Azerbaijan, and the Aras river dam projects at whose inauguration Iran's president died in May 2024. Iranian officials have stated they would oppose an extraterritorial corridor and have described the TRIPP framework in contradictory terms since August 2025. Vigil records the objection as stated and the relationship as active.

Pourquoi c’est important

TRIPP's routing, its jurisdiction and its framing are constrained by a state that is not party to it, and this relationship is where that constraint lives. It is also the reason the corridor question cannot be read as Armenia against Azerbaijan alone: Iran's alternative link through its own territory is the one connection to Nakhchivan that no peace treaty is needed for.
