Azerbaijan and Iran share a long border, a large Azerbaijani-speaking population inside Iran, and a dispute over what any Nakhchivan link may do to Iran's frontier with Armenia. Relations broke after the January 2023 embassy attack and were rebuilt through transit projects Iran itself needs.

Podsumowanie

Iran objects to any arrangement it reads as severing its border with Armenia, and has said so about every version of the Nakhchivan connection from the 2020 trilateral statement's transport clause to the 2025 Washington declaration's TRIPP route. Beneath that standing objection the relationship has moved: an armed attack on Azerbaijan's embassy in Tehran in January 2023 killed a guard and closed the mission; Baku accused Tehran of tolerating hostility and reopened the embassy only in July 2024. The repair ran through infrastructure — the October 2023 agreement on a road and rail link to Nakhchivan across Iranian territory, Iran's own interest in the north–south transport corridor through Azerbaijan, and the Aras river dam projects at whose inauguration Iran's president died in May 2024. Iranian officials have stated they would oppose an extraterritorial corridor and have described the TRIPP framework in contradictory terms since August 2025. Vigil records the objection as stated and the relationship as active.

Dlaczego to ważne

TRIPP's routing, its jurisdiction and its framing are constrained by a state that is not party to it, and this relationship is where that constraint lives. It is also the reason the corridor question cannot be read as Armenia against Azerbaijan alone: Iran's alternative link through its own territory is the one connection to Nakhchivan that no peace treaty is needed for.

Porozumienia

  • Agreement on a transport link to Nakhchivan across Iranian territory · podpisano 2023-10

Road and rail connection between mainland Azerbaijan and the exclave via Iran, agreed at ministerial level; construction status is reported inconsistently and is not authored.

Co pozostaje nieznane

  • The parties characterise the Nakhchivan connection incompatibly — Azerbaijan as a sovereign transit right exercised under agreed procedures, Iran as a geopolitical change to its border. Neither characterisation is adopted.
  • Iran's current position on the TRIPP framework is stated by different officials in different terms and no single authoritative text exists.
  • The status of the trans-Iranian link to Nakhchivan is reported by the parties and has not been verified.

Inne odczytania, które przesłanki również dopuszczają

  • Iran's objection may be read as a red line or as leverage for its own transit route; the 2023 agreement is consistent with the second.
