Synthèse

Before 2025 the relationship was a modest strategic partnership charter and a mission in Yerevan. The Washington summit of August 2025 changed its weight: the joint declaration with Azerbaijan named a transit connection across Syunik to be developed with American participation, framed by Yerevan as a route operating under Armenian sovereignty and by Baku, still, as the Zangezur corridor. The 2026 implementation framework and Armenia's framework agreement with the United States set out the vehicle and the guarantees; the anniversary summit recorded progress on connectivity and no signature on the peace agreement the route was meant to accompany. The relationship therefore carries two things at once — a partnership Armenia sought as its dependence on Russia fell away, and a route whose legal form is the question the whole normalisation turns on.

Pourquoi c’est important

It is the first time an outside power other than Russia has held a structural position in the South Caucasus' connectivity, and the terms on which it holds it — sovereignty, operation, guarantee — are the terms on which Armenia's position toward both Baku and Moscow is being redefined.

• What the United States has committed financially, and through which vehicle, is not established beyond the framework documents.
• Whether the partnership carries any security dimension beyond the route is not stated in the texts available.

• The framework can be read as the instrument that makes a peace agreement possible by settling the corridor question, or as a route agreed in place of a peace that neither side will sign. A year on, the record supports the second reading at least as well as the first.
