Le président Ilham Aliyev et le Premier ministre Nikol Pashinyan se sont rencontrés en marge du sommet de l’Organisation de coopération de Shanghai à Bichkek le 31 août 2026 et ont publié une déclaration de presse commune. Elle consigne comme résultats concrets du processus l’exportation de produits pétroliers azerbaïdjanais vers l’Arménie, le transit par le territoire azerbaïdjanais vers l’Arménie de céréales et d’autres marchandises de pays tiers, et l’établissement de relations commerciales entre les deux États ; relève le rôle des deux commissions d’État sur la délimitation des frontières et l’importance de poursuivre leurs travaux ; consigne l’examen de nouvelles mesures concrètes de mise en œuvre de la Trump Route for International Peace and Prosperity et de projets de connectivité le long de celle-ci ; et salue les contacts parlementaires et ceux de la société civile. Elle réaffirme l’importance du sommet de Washington du 8 août 2025 et du texte paraphé de l’accord de paix. La déclaration n’annonce aucune signature de cet accord, ne fixe aucune date pour celle-ci et ne mentionne pas la condition préalable constitutionnelle déclarée de l’Azerbaïdjan.

The interest of this document is its inventory. For two years the file has been assessed on an instrument that does not exist — an unsigned treaty — and this is the first jointly published account of what the two governments say the process has actually produced instead: fuel moving one way, grain moving the other, commissions meeting, a route being surveyed. Read plainly, the parties are building the economic content of a normalisation before its legal frame, which is the reverse of the sequence the treaty logic assumes and is considerably harder to reverse than a signature would be. Two limits belong with that reading. Everything listed is the parties' own account of their own progress, published jointly and unverified from outside, and a joint statement records what both sides were willing to say in the same room rather than what either has undertaken to do. And the omissions are as legible as the contents: the precondition that has blocked signature since 2024 is absent from a text that otherwise reviews the whole file, which is consistent with it having been set aside and equally consistent with it having been unmentionable. The observable is whether the delimitation commissions publish an agreed segment, or the constitutional question reappears in either government's own language.
