Speaking at a briefing around 20 August 2026, Armenian Prime Minister Nikol Pashinyan referred to the village of Tigranashen in Ararat province by its Azerbaijani name, Kyarki, and said that under the 1991 Alma-Ata Declaration and the maps in force at the time — the basis both states have agreed for delimitation — Artsvashen is Armenian territory while Kyarki, Barkhudarlu and Yukhari Askipara are not. He said the border should be drawn so as not to create difficulties for residents on either side. Opposition figures and commentators responded that the formulation threatens Armenia's territorial security and the transport routes connecting the centre of the country to the south. Tigranashen sits on Armenia's principal north–south interstate road. No delimitation decision covering the enclaves has been taken and nothing has been transferred.

Why it matters. The corridor question in this module has been asked almost entirely about Syunik and TRIPP — what Azerbaijan gains from transit across Armenia. The enclaves are the same question in the other direction, and they are the harder half: applying the Alma-Ata baseline consistently means Armenian-administered enclaves pass to Azerbaijan, and one of them sits astride the road connecting Yerevan to the south and to Iran. A government that accepted the baseline in principle has now stated in public what accepting it implies, which is why the reaction was domestic rather than diplomatic. This module reads the Caucasus as processes rather than incidents, and the process here is that the peace's method has a price denominated in the same currency as its reward — control over who moves through where. The observable is whether the delimitation commission takes up the enclave sections at all, and on what sequence; the 2024 Tavush transfer is the only precedent and it was not on a strategic road.

Georgian Prime Minister Irakli Kobakhidze confirmed on 19 August 2026 that the government had approved fuel supplies to Russian-occupied Abkhazia — 680 tonnes — framing the decision as trust-building. It follows the approximately 300 tonnes delivered the previous week by the private company Solidus, in response to disruption in Abkhazia's Russian supply. Opposition figures demanded transparency about the government's communications with Russian representatives over the arrangement. Separately during the window, imprisoned former prime minister Irakli Garibashvili accused the ruling party's founder and the government of pressuring him to confess to fabricated corruption charges; Transparency International-Georgia linked the developments to a redistribution of influence inside the ruling party.

Why it matters. Two Georgian systems moved in the same week and they point in opposite directions, which is the module's standing reading of that country. The fuel decision converts an ad-hoc commercial shipment into declared state policy toward a territory Tbilisi considers occupied and Sukhumi considers independent — a functioning transaction where none of the political relationships work, made possible by a gap in Russian supply rather than by any agreement. That is a genuine change in the boundary's character, and the reason to watch it is not the volume but whether a channel opened under one government's framing survives a change of framing. The Garibashvili allegations belong to a different system: a ruling party whose internal settlement is being contested in public, by a former prime minister, from prison. Neither development touches the EU accession track, which is where it was after the 13 August assessment.
