Évolutions dans le Caucase — 16 août 2026

The United States, Armenia and Azerbaijan issued a joint statement on 11 August 2026 marking one year since the White House peace summit. It records that engineering surveys for the TRIPP route are under way in Armenia and that Azerbaijan has nearly completed the highway and railway on its side that would connect to it; that Washington and Yerevan have agreed to form a TRIPP Development Company to lead infrastructure development; and that the three governments support building an electricity transmission line through the route. It records US$201 million granted to the Trans-Caspian Enterprise Fund, the lifting of Azerbaijani trade restrictions with nearly 60,000 tonnes of goods moved through Azerbaijan to Armenia, a signed telecommunications agreement, both states joining the US Board of Peace, and the dissolution of the OSCE Minsk Group. The peace agreement text remains initialled by the two foreign ministers and unsigned. In the same days Azerbaijan reported the first seven kilometres of a 194-kilometre Nakhchivan railway advancing toward the Armenian border, President Aliyev described Nakhchivan as a hub expecting 15 million tonnes of cargo a year once the route operates, and the two states held technical meetings on power transmission, pipelines and railway integration.

Why it matters. This module has recorded TRIPP through paperwork for eighteen months — a declaration in August 2025, an implementation framework in January 2026, a framework agreement and a shareholding in May, a name correction in July. Engineering surveys are the first item in that sequence that occurs on the ground rather than on paper, and a survey is the point at which an alignment stops being notional. That is a real change and the 9 August brief's watch item on TRIPP implementation is closed by it. It is also the only thing in the statement that is. The rest is the three governments' account of their own progress; the two questions that have always governed this file — jurisdiction over passage, and who operates the route — are addressed by none of it; and the treaty is where it was in March 2025. What to watch is a construction decision and an alignment, not another anniversary.

An EU assessment published on 13 August 2026 documented significant backsliding in Georgian democracy, citing serious restrictions on freedom of expression and assembly and describing security-force conduct in terms of torture or inhuman treatment. On 14 August Georgia's Communications Commission fined the opposition broadcaster TV Pirveli 5,000 lari for editorial violations, the third sanction against the outlet in a year. Separately, Georgian officials confirmed on 13 August that approximately 300 tonnes of fuel had entered Abkhazia from Tbilisi-controlled territory, delivered by the private company Solidus in response to disruption in Abkhazia's Russian supply. Imprisoned former prime minister Irakli Garibashvili's allegations against the ruling party's founder, which surfaced later in August, are recorded in the following brief.

Why it matters. Two things are moving in opposite directions and this module tracks both as process rather than incident. The EU assessment does not change Georgia's accession status, which was already stalled; what it changes is the documentary basis, because a published finding of that kind is the material that later decisions cite. The fuel delivery is the more unusual of the two: Tbilisi and Sukhumi have no political channel, and a commercial shipment across the boundary line — from the side that considers the territory occupied to the side that considers itself independent — is a functioning transaction where none of the political relationships work. It happened because Abkhazia's Russian supply faltered, which means the opening is a symptom of Russian constraint rather than of Georgian policy. Whether it becomes a channel is the observable.
