In brief

It publishes eight administrative units by name; the mechanism by which its border troops attach to the Defence Forces is not set out on the English site.

Broad area of activity
Finland’s land and sea borders and its maritime search-and-rescue area. The Border Guard states that it is responsible for border security and maritime safety and contributes to Finland’s defence, and its strategy names the eastern border, the eastern Gulf of Finland and the Åland Islands as its focus.
Notable history
The Border Guard has always carried a defence duty performed in cooperation with the Defence Forces, and it trains conscripts in its own border jaeger units. Accession in 2023 gave that duty a second frame: the service now states that it is part of the national defence system, participates in NATO’s collective defence from the starting point of national defence, and ensures interoperability by taking part in defence planning and key exercises. On the alliance’s longest land border with Russia it, not the Defence Forces, is the standing presence in peacetime.
Strengths
A border service that is already a military organisation, led by flag officers and training conscripts, standing on the border that matters most in this module. It states that it can immediately safeguard territorial integrity and provide military defence, and it publishes its districts and its priorities in English.
Limitations
The mechanism is the missing piece. The service describes cooperation with the Defence Forces and joint development of its border troops, but the legal provision by which those troops would be incorporated into the Defence Forces is not set out on the English site, and this record does not reconstruct it. Personnel numbers, patrol density and the state of the eastern-border fence are outside what is carried.
