In brief

The Bulgarian armed forces. Their ministry’s own sitemap, read in Bulgarian as well as English at P4.5 and in English again on 2026-09-28, carries no armed-forces structure section at all; its sections are policy, missions, documents, cooperation, arms control and the multinational battlegroup on Bulgarian territory, and the one military body it linked at P4.5 was the NATO force integration staff element. The root with nothing beneath it is the ceiling.

Broad area of activity
Bulgaria, the southern half of the alliance’s Black Sea coast; no formation and therefore no area below the state is published.
Notable history
Bulgaria joined NATO in 2004. Its ministry’s web estate documents the state’s alliance and EU participation, its completed and active missions, its bilateral and regional cooperation, arms-control and export-control functions, and the multinational battlegroup hosted on its territory — and does not publish the organisation of the armed forces themselves. P4.5 established that this is a publication choice rather than a language barrier by reading the sitemap in Bulgarian; this pass found the same absence in the English sitemap and on the Bulgarian home page.
Strengths
The absence is at least exact: the ministry’s sitemap is a complete index of what the ministry publishes, and it does not include a structure. What Bulgaria contributes to this module is therefore carried where the state does publish it — the hosted battlegroup, the force integration staff element and the ministry’s policy documents — rather than in a force tree.
Limitations
A root with nothing beneath it, by publication rather than by omission. No joint command, service or formation is named on any ministry structure page in either language, and the record will not fill the gap from third-party order-of-battle material. Ministry news items name services in passing; a news mention is not a structure publication and does not count here. What would change the record is a mod.bg structure section or an armed-forces site publishing formations.
