What this system is

The eastern flank's question is whether money already committed becomes delivered capability on the timescale the posture assumes. The industrial base contracted for thirty years; almost everything published about its rebuild is an announcement, and this system keeps commissioned apart from promised.

The tier that would turn the five per cent commitment into sustainment — ammunition, interceptors and vehicles — and the one where the gap between stated and delivered is widest.

The system

Overview
One plant in this module is commissioned: Rheinmetall's Unterlüß facility, opened in August 2025. The company's output figures for 2026 and 2027 are targets; its Baisogala plant in Lithuania broke ground in November 2025 and no source read in September 2026 says it is operating; Poland's state group carries a 155 mm consortium whose headline figure is a financing decision; the European Commission's own page records about €500 million disbursed across 31 projects under its ammunition instrument. Air and missile defence is read the same way: two Baltic deliveries now name a receiving force, and a multinational contract covering up to a thousand interceptors shows no delivery. Propellant and nitrocellulose are the raw-material bottleneck, and whether supply is still a problem is disputed in public.
