Summary

Canada is the framework nation of NATO Multinational Brigade Latvia, hosted on Latvia territory. NATO's own language is that framework nations LEAD these formations and that contributing allies provide them "on a voluntary, fully sustainable and rotational basis". Latvia was the first host to see its battlegroup scale up to a brigade, in July 2024, and Canada has extended its commitment to 2031. This record carries the bilateral host-and-framework relationship only. The formation's place in NATO's command structure is a separate claim about organisations rather than states, is graded and dated separately, and is not asserted here.

Why it matters

The forward presence is the most visible thing NATO does on its eastern flank, and it is routinely described as though the alliance had stationed its own troops somewhere. It has not: each formation belongs to a framework nation that chose to lead it and can stop, and sits on the territory of a host that agreed to receive it. That is why the arrangement is a political relationship between two states before it is anything military, and why its continuity is a standing decision rather than a settled fact.
