What this actor is

Moldova is not an ally and is not covered as one. It is here because three specific interfaces affect the flank: its electricity and gas connections run through the same regional systems as Romania's, its relationship with Romania is the route by which most external support reaches it, and it holds partnership arrangements with both NATO and the EU. Transnistria and the Cobasna depot contributed nothing admissible to the P0.5 test and remain out of the module until a United Nations or OSCE text is read.

Why the airspace exclusion is structural and not editorial

This module's airspace series counts entries into NATO members' sovereign airspace, confirmed by the state whose airspace it was. Moldova is not a member, so a Moldovan incident does not belong in that population no matter how similar it looks. Counting it would change what the series measures while leaving its name unchanged, which is the specific way a tempo series becomes dishonest.

What admission did and did not decide

The admission test decided that Moldova has enough defensible, multi-family content to be represented at all. It decided nothing about status, alignment, candidacy or guarantees, and no record in this module takes a position on any of those.
