The Wales Summit agrees the Readiness Action Plan — Key Events — NATO Eastern Flank

What happened

Following Russia's annexation of Crimea, Allies agree at the Wales Summit to implement the Readiness Action Plan, a package of assurance and adaptation measures responding to the changed security environment on NATO's borders. Among its measures is a "spearhead force" — the Very High Readiness Joint Task Force — created inside the NATO Response Force.

The Readiness Action Plan is where NATO's modern eastern-flank posture starts. The NATO Force Integration Units this module carries as a class record were established under it, the assurance measures it introduced are what supplemented Baltic Air Policing and put additional aircraft into Poland, and the readiness concept it created is the one the NATO Force Model later replaced.
