The US is also one of the four guarantors of the Gaza ceasefire, and the International Stabilization Force operates "under the unified command of the United States" through Maj. Gen. Jasper Jeffers. The White House named the Board's founding executive board, among them the Secretary of State and two US envoys, on 16 January 2026.

The body administering Gaza's transition is chaired by the president of the state that brokered the ceasefire, guarantees it and supplies Israel. That concentration is the defining feature of Gaza's post-war governance; the Board's first report reached the Council as a letter from the US mission.
