Total defence within a policy that forecloses offensive options. The unilateral non-use-of-force commitment removes territorial recovery as a military task, leaving deterrence, resilience and interoperability as what the force is actually for.

Territorial defence with a societal component, conducted under a political constraint that is unusual and load-bearing: Georgia committed unilaterally in 2010 not to use force to restore its territorial integrity, which removes the mission a comparable force would otherwise be organised around. What remains is deterrence of further encroachment, resilience against a threat with overwhelming local advantage, and interoperability with partners — the last pursued through two decades of NATO-standard reform and substantial deployment experience abroad, which is the force's most distinctive feature. Reserve and territorial components have been reorganised repeatedly. Defence of the boundary lines themselves is conducted by police rather than military structures, which is a deliberate reflection of the same political framing.

بعد أشهر من التصعيد، تهاجم جورجيا تسخينفالي؛ ويطرد الغزو الروسي المضاد المُعَدّ سلفًا القوات الجورجية من أوسيتيا الجنوبية، ويفتح جبهة ثانية من أبخازيا، ويتوغل في أراضي جورجيا غير المتنازع عليها قبل وقف لإطلاق النار بوساطة الاتحاد الأوروبي في اليوم الخامس. ويخلص التحقيق المستقل للاتحاد الأوروبي لاحقًا إلى أن جورجيا أطلقت النار أولًا في نزاع أعدّ له الطرفان واستفزته روسيا.

حرب أوسيتيا الجنوبية
يقتل القتال بين القوات الجورجية والانفصاليين الأوسيتيين الجنوبيين على الإقليم ذاتي الحكم السابق نحو ألف شخص ويهجّر عشرات الآلاف في الاتجاهين. وينهي اتفاق سوتشي في يونيو 1992 القتال بصيغة حفظ سلام مختلطة بقيادة روسية، مع بقاء المنطقة خارج سيطرة تبليسي.
حرب أبخازيا وطرد الجورجيين
تنتهي الحرب بين القوات الجورجية والانفصاليين الأبخاز — المدعومين بمتطوعين من شمال القوقاز وعناصر روسية — بسقوط سوخومي (Sokhumi) في 27 سبتمبر 1993 وفرار معظم السكان الجورجيين في أبخازيا أو طردهم، وعددهم بين 200,000 و250,000 شخص، وسط عنف عرقي موثق من الجانبين.
