The July reshuffle was recorded here as a reset whose effect on reform tempo and command culture was unknown. A month later the reset has produced a confirmed minister and, on the same day, its two open costs: a popular predecessor converting his dismissal into a platform for holding elections during a war, and an anti-corruption investigation reaching the institution that carried out the reshuffle. None of the three facts is contested. What they establish jointly is that the vacancy problem is closed and the legitimacy problem is not — and Ukraine's wartime state has no mechanism for the second that does not itself require an election.
