A pardon keeps the conviction, keeps the state's account of a French destabilisation plot, and removes the prisoner — so the authorities give up the least they can while closing a file that had no further use. It is a de-escalation of an irritant rather than a change in the relationship, and nothing in it addresses the Malian officers convicted in the same case, whose position is unchanged.
