Established in 2003 as one of the first bodies of the new transformation command created after the 2002 Prague decision. NATO describes it as the centre that trains allied forces at the operational level, with a focus on headquarters elements, doctrine and joint experimentation — the level at which the joint force commands and the headquarters beneath them are exercised.
優勢
The operational level is where this module's command picture is decided — the joint force commands and the corps beneath them — and this is the one alliance body whose job is to exercise those headquarters. Its seat in Norway puts that work inside the theatre's northern half.
限制
A training centre under the transformation command, not an operational body: nothing it does establishes a command relationship over any formation, and which headquarters it exercises in a given year is not carried. Its own site was not read.
