The Baltic is a shallow, nearly enclosed sea whose only connection to the ocean runs through the Danish straits. Since 2024 every coastline on it is allied territory except Russia’s at Kaliningrad and around St Petersburg — a change of geography by accession rather than by movement.

- The Danish straits — the Sound and the two Belts — are the barrier and the entrance at once, and their passage regime is governed by a nineteenth- century treaty and by Danish law rather than by any alliance arrangement. Inside the sea the Gulf of Finland, the Gulf of Riga and the Gulf of Gdańsk are the three enclosed waters the module marks, and the Gulf of Finland is where most of the recorded infrastructure damage sits.

- The coasts are among the most urbanised in the theatre: Copenhagen, Stockholm, Helsinki, Tallinn, Riga, Gdańsk and St Petersburg all sit on this sea, and the ports of the eastern coast are the entry points the logistics record names. The coast is populated country, and the seabed assets are civilian ones.

The enclosure is the point: a sea with one entrance, shallow water, dense infrastructure on its floor and allied coasts almost all the way round is a different strategic object from an open ocean. Four published facts organise it. Finland's accession in April 2023 and Sweden's in March 2024 closed the last non-allied coastlines except Russia's. Damage to cables and pipelines on the seabed has recurred since September 2022 — Nord Stream, Balticconnector, Estlink 2 — and in every case damage, suspected interference and state attribution remain three separate claims, none of which has reached a state. NATO launched Baltic Sentry on 14 January 2025 after a meeting of Baltic Sea Allies in Helsinki, deploying frigates, maritime patrol aircraft and naval drones to watch the infrastructure it does not own. And the same water carries the shadow-fleet tankers whose boarding and detention by flank states is the enforcement question the module's economy layer records without counting. Opposite, the Baltic Fleet's principal base at Baltiysk is publicly known; what is in it is not published and is not carried here. This record describes that geography. It publishes no cable or pipeline route, no landing station, no patrol area, no transit corridor and no assessment of access.

Accession changed who owns the shore and not what lies on the seabed, which is why the sea's exposure did not change in 2024 while its politics did. The vigilance activity changes the probability that behaviour is observed, not the vulnerability of a single cable; the module keeps those two things apart everywhere it mentions them.

Governed by treaty and Danish law. Any published change to how shadow-fleet vessels are treated in the straits is a legal and enforcement fact, and it is where this sea's enclosure becomes practical.
