The Baltic states run on the 1520 mm Russian gauge and the rest of the EU on 1435 mm, so anything moving between them by rail must change trains. Rail Baltica is the programme to build a standard-gauge line from Warsaw to Tallinn, connecting Poland, Lithuania, Latvia, Estonia and, across the gulf, Finland.

This is the clearest single example of why military mobility in this theatre is an infrastructure and regulatory problem rather than a military one. A gauge difference is not a policy disagreement or a readiness question; it is a physical fact that means rail freight between the alliance’s depth and its most exposed members cannot run through without transfer. The programme is the response, and its progress is therefore one of the more meaningful measures of how connected the flank actually is — which is why the September 2026 rescheduling is recorded in this module as a movement constraint moving by up to four years, not as a construction story.

The programme authority describes Rail Baltica as a greenfield project to integrate the Baltic states into the European rail network, involving five EU countries — Poland, Lithuania, Latvia, Estonia and indirectly Finland — and connecting Helsinki, Tallinn, Pärnu, Riga, Panevėžys, Kaunas, Vilnius and Warsaw. Its stated reason is historical and technical: until the Second World War the Baltic states were linked to Europe on 1435 mm standard gauge; since the mid-twentieth century they have operated on the 1520 mm Russian gauge, which aligned traffic along an east–west axis and, in the authority’s words, hinders integration with the EU network via Poland. The line is to be fully electrified and forms part of two EU core network corridors, North Sea–Baltic and, since the 2023 revision, Baltic–Black–Aegean. The authority dates the concept to 1994, its addition to the EU's priority list to 2004, the joint venture's establishment to 2014, the first Connecting Europe Facility grant to 2015 and the start of major construction to 2020, and states that the project supports defence logistics and military mobility. On 22 September 2026 the prime ministers of Estonia, Latvia and Lithuania declared that the main line — a single-track standard-gauge line with several stations — will become operational within the EU's 2028–2034 budget period rather than by 2030, and that they will seek at least ten billion euros of further EU funding for it.

The Baltic states depend on the existing 1520 mm network for most freight, which the authority notes still comes largely from CIS countries. Until the standard-gauge line is complete, rail connection westward requires a change of gauge, and road and sea carry what rail cannot. The programme was redesigned into two phases on cost grounds, with a single-track main line in the first phase and double tracking and the direct Riga, Riga airport and Vilnius links in later phases. An EU audit reported in January 2026 found that the first stage would not be complete by 2030. Both are carried from public reporting of the documents rather than from the documents themselves.

A programme whose completion now depends on the next EU multiannual budget makes Baltic connection a question for twenty-seven governments rather than three, which is the same structural fact the NATO–EU relationship record describes from the other side.

The one mobility constraint in the theatre with a published schedule, and the schedule has moved. Forces pre-assigned to plans that assume movement into the Baltic states will, for longer than previously stated, meet a gauge break at the frontier.

The authority's stated case is civil — integration, travel time, jobs — and the funding is largely EU grant. The defence argument is an addition to that case, not its basis, and this record does not reverse the order.

  • No capacity, throughput, axle-load, train-path or transit figure is carried, by design, and none may be added.
  • The programme's revised cost-benefit analysis of 2025 and the EU audit report of January 2026 were not read by this pass; both are carried from public reporting and graded accordingly.
  • The joint venture's own programme schedule after the September 2026 declaration is unpublished as of this review, so the 2034 date is a governments' commitment rather than a programme milestone.
  • How much of the main line is under construction is stated by the programme only as a proportion of the corridor; this record carries no figure because the denominator changed with the two-phase redesign.
