The Baltic states run on the 1520 mm Russian gauge and the rest of the EU on 1435 mm, so anything moving between them by rail must change trains. Rail Baltica is the programme to build a standard-gauge line from Warsaw to Tallinn, connecting Poland, Lithuania, Latvia, Estonia and, across the gulf, Finland.

- The programme authority describes Rail Baltica as a greenfield project to integrate the Baltic states into the European rail network, involving five EU countries — Poland, Lithuania, Latvia, Estonia and indirectly Finland — and connecting Helsinki, Tallinn, Pärnu, Riga, Panevėžys, Kaunas, Vilnius and Warsaw. On 22 September 2026 the prime ministers of Estonia, Latvia and Lithuania declared that the main line — a single-track standard-gauge line with several stations — will become operational within the EU's 2028–2034 budget period rather than by 2030, and that they will seek at least ten billion euros of further EU funding for it.

The programme was redesigned into two phases on cost grounds, with a single-track main line in the first phase and double tracking and the direct Riga, Riga airport and Vilnius links in later phases. An EU audit reported in January 2026 found that the first stage would not be complete by 2030. Both are carried from public reporting of the documents rather than from the documents themselves.
The three Baltic prime ministers declared that the main line will become operational within the EU's 2028–2034 budget period rather than by 2030, and that the three governments will seek at least ten billion euros of further EU funding through the Connecting Europe Facility.
