Pre-assignment changes what the system is asked to do. NATO describes the Force Model as a larger pool of high-readiness forces that can be pre-assigned to specific plans, and the Vilnius plans as improving the coherence of collective defence planning with Allies' national planning of forces, posture and command and control. A force assigned to a plan is a force that must be able to arrive where the plan puts it, on the timescale the plan assumes.

The exposure is infrastructure capacity and host-nation support: the gauge break at the Baltic frontier, the completion schedule of the new standard-gauge line, bridge and axle-load limits on the existing network, and the arrangements under which a host state receives, moves and sustains forces that are not its own. NATO's own list of reinforcement measures names a new policy for improving logistics support to move, reinforce, supply and sustain forces — which states that the requirement exists, not that it is met. On 22 September 2026 the Baltic prime ministers moved the standard-gauge main line's date from 2030 into the 2028–2034 EU budget period, which extends the interval in which the gauge break governs by up to four years.

The consequence for how this theatre should be read is that force numbers are the wrong measure of it. Between 2022 and 2026 the Alliance changed what its forces are for and how they are held; it did not, and could not on the same timescale, change the railways, roads and ports that would carry them. Whether the two are in step is a question about construction schedules and civil infrastructure, and it is not answerable from any military source.
