Moving forces across Europe is governed by customs rules, transit permits, infrastructure classifications and host-nation arrangements rather than by distance. NATO maintains an enabling command whose subject is that problem, and the EU holds most of the regulatory levers.
Reinforcement is the part of collective defence most often discussed as a military capability and least often as an administrative one. The constraint is rarely whether forces exist; it is whether they can cross a border without a fortnight’s notice, whether a bridge is classified for the load, and whether the receiving state has arrangements in place. Naming the institutions that own those questions is the most useful thing a reference work can do with the subject — and it is why the module files reinforcement under civil resilience and the economy's mobility object as well as here.

- The alliance maintains the Allied Joint Support and Enabling Command at Ulm, whose published role is the rear area and the enablement of movement, reporting to SACEUR. The European Union holds the regulatory competences that most affect cross-border movement — customs, transit and transport infrastructure standards — and NATO and the EU cooperate on military mobility under joint declarations signed in 2016, 2018 and January 2023. Host-nation support arrangements are bilateral matters between the receiving state and the arriving forces. NATO's own framing of the civilian half is its resilience work under Article 3: the seven baseline requirements it publishes for national resilience, updated on 17 September 2026, include resilient transport systems and assured continuity of government and critical services, and NATO states that resilience is both a national responsibility and a collective commitment. NATO's list of reinforcement measures names a new policy for improving logistics support to move, reinforce, supply and sustain forces, for which no milestone has been published. This record establishes that this machinery exists, where its headquarters sits and which institutions hold which levers.

- Every reinforcement of the eastern flank from the west depends on the transport networks of the enabling-depth states and on the regulatory arrangements governing movement across them. The alliance depends on host nations for reception and onward movement, and on the EU for the rules. Nine flank states host a NATO formation and therefore carry the host- nation obligation today, in peacetime, before any reinforcement is contemplated.

- The practical effect is that reinforcement speed is set by administrative and infrastructure factors as much as by military readiness. That is a statement about how the system is built, and it is deliberately as far as this module goes: no route, no sequence, no timing, no capacity and no assessment of where anything would move.

The Baltic gauge break is the one physical constraint on this system with a published programme against it, and that programme's main-line date moved from 2030 into the 2028–2034 period on 22 September 2026. The constraint is carried in full on the Rail Baltica record; it is noted here because the enabling machinery cannot remove it.

Most of the levers are EU competences, which is why the NATO–EU relationship matters more to this theatre's logistics than to any other subject in the module, and why the Hague commitment's second component — which lets infrastructure and resilience spending count — is the financial side of the same problem.

The Force Model's pre-assignment of forces to plans turns movement into the binding requirement, and this is the machinery that requirement falls on. Whether the two are in step is a question about permits, classifications and programmes, and is not answerable from a military source.

Host-nation support is civilian by construction: the railways, ports, roads and administrative systems that would move forces are the ones the population uses, which is why the module's civil-resilience layer files transport and host-nation support as a resilience object.
