Що являє собою цей актор
The United States is framework nation of the Forward Land Forces battlegroup in Poland and fills a large share of the alliance command appointments this module tracks. Its weight in the theatre is not only the forces present but the enabling capability — strategic lift, intelligence, surveillance and reconnaissance, air-to-air refuelling, missile defence — that European members are repeatedly assessed as depending on. Whether that dependence is narrowing is one of the questions this module is built to examine, and it is not answered here. What the United States itself says it wants is now on the record: its March 2026 posture testimony states that Europe must assume primary responsibility for its own conventional defence while the United States remains committed to NATO and to Article 5.

Чому тут немає цифри чисельності військ
Numbers of US forces in Europe are quoted widely and move with rotations and policy decisions. Vigil publishes such a figure only from a source it has read, with the date that source carries. None was established during verification, so the record says so rather than carrying a number whose vintage it cannot state. The March 2026 testimony states no total, and the reported congressional floor on US forces in Europe in the fiscal 2026 authorisation was not read in the statute.
What the United States says it wants from the flank
Станом на 2026-03-18The Department's posture testimony of 18 March 2026 nests Europe inside a National Defense Strategy with four lines of effort — homeland defence, deterring China, burden-sharing with allies, and the defence industrial base — and states that the United States remains committed to NATO through its extended nuclear deterrent and "other, critical, but more limited, operational support", while Europe "must step up to assume primary responsibility for its own conventional defense". It assesses Russia as "a persistent but manageable threat to NATO's eastern front for the foreseeable future", calls for a "NATO 3.0" refocused as a defensive alliance on the European continent, calls the five per cent commitment "the new global standard", and names Poland, Germany and Finland as "model allies" whose cooperation, arms sales and intelligence sharing the Department will prioritise. Each of those is a stated position and is carried on the posture block as one.

The Romanian brigade decision
Станом на 2026-03-18The same testimony records that a brigade combat team forward-deployed to Romania since 2022 was redeployed and not backfilled, on the Secretary's decision after consultation with the EUCOM commander, and attributes the decision to allied progress on the flank — including the Forward Land Forces battlegroups — "not as a disengagement from Europe, but as a demonstration of allied progress". It is the module's one observed reduction in US presence on the flank stated by the United States itself, and it is recorded as the Department's own reasoning rather than as a finding about why it happened. The V Corps forward elements permanently stationed in Poland since 2022 and the US-led battlegroup there are unaffected by it on any source read.

NATO is refocused as a defensive military alliance on the European continent — "NATO 3.0" — and transatlantic defence-industrial capacity is expanded on a non-exclusionary basis that keeps US industry able to compete.

Changes to US posture are made through NATO processes under a "no surprises" commitment to allies.

За оцінкою Vigil
The Romanian brigade decision is the first observed reduction tied by the United States itself to allied progress. Whether it is the start of a pattern or a single adjustment is not established, and the testimony's own framing — graduation, not disengagement — supports either reading.

The enablers European members are assessed as depending on — lift, surveillance, refuelling, missile defence — are the part of the US contribution the testimony describes as continuing, which makes them the practical measure of the "limited operational support" it promises; nothing published states their scale.

A concurrent high-intensity operation in the Middle East, which the testimony names and to which it states EUCOM is providing extensive operational and logistics support, competes with the European theatre for the same enablers.

The fiscal 2026 defence authorisation is reported to bar the use of funds to reduce US forces in Europe below a stated floor. The statute was not read by this project; the constraint is recorded from reporting and without the figure.

The "no surprises" commitment and NATO's consensus processes make posture changes slower and more visible than a national decision alone would be.

Що залишається невідомим
- The National Defense Strategy the testimony nests in, and the EUCOM commander's own posture statement, were not read; the posture here rests on the Assistant Secretary's record statement alone.
- No US force level in Europe is carried, and the reported congressional floor is recorded without its figure because the statute was not read.
- The testimony quotes one ally's defence-spending percentages; they are not carried as facts in this module until NATO's own table has been read.
- What "more limited operational support" comprises is not defined in the testimony and is not inferred here.
Інші прочитання, які також підтримують свідчення
- The Romanian brigade decision can be read as the burden-shift the testimony describes, or as a consequence of the Middle East operation the same testimony says EUCOM is supporting. Both are in the document, and it does not say which weighed more.

Further redeployments without backfill
The Romanian decision was explained as a response to allied progress. A second such decision, or one affecting Poland's permanent elements, would show whether it was a pattern.
A change to the SACEUR appointment's nationality
The testimony and NATO both state it remains a United States post. Any change would be the most consequential structural signal available.
Деескалація
Publication of a posture commitment with a date
The testimony states commitment without a duration or a level. A published floor read in the statute, or a NATO-process announcement with a date, would give the commitment a checkable form.
Military-to-military dialogue with Russia producing a published channel
The testimony states openness to such dialogue and records one announced by SACEUR. A functioning deconfliction channel is a risk-reduction fact this module would record.
