In 2005 the United States and Romania signed a defence cooperation agreement establishing a framework for the activities of US military forces, which the State Department describes as enabling US military access to several bases in Romania and facilitating defence cooperation and joint exercises. In 2011 the two issued a Joint Declaration on Strategic Partnership for the 21st Century, and in October 2020 they signed a Roadmap for Defense Cooperation for 2020-2030 setting strategic priorities including cybersecurity, military modernisation and multi-domain operations in the Black Sea. Further foundational instruments include a 1995 agreement on the protection of classified military information and a 2012 acquisition and cross-servicing agreement. Romania separately hosts a French-led NATO battlegroup, which is a different arrangement and a different record.

Romania is the alliance's Black Sea shoulder, and the question that matters there is not whether allies are present but on what legal basis they can operate and move. A framework agreement from 2005 is a more durable fact about the theatre than any single deployment, and the 2020 roadmap is where the Black Sea is named as a priority of the bilateral relationship rather than only in alliance language.
