Pre-assignment changes what the system is asked to do. NATO describes the Force Model as a larger pool of high-readiness forces that can be pre-assigned to specific plans, and the Vilnius plans as improving the coherence of collective defence planning with Allies' national planning of forces, posture and command and control.
