On the morning of 12 August, Taiwan's navy and coast guard escorted a simulated merchant ship into Hualien and Suao in their first joint anti-blockade exercise, and a Chinese frigate exercised with an Indonesian one in the same body of water — the first time Beijing has trained with a foreign navy east of Taiwan. Han Kuang 42 then closed on 14 August after ten days, with the defence minister reporting fully operational command centres at every level for the first time and telling officers to fix what the exercise exposed. Beijing's first official comment on the exercise came on its last day.

Taiwan's navy and coast guard conducted their first joint anti-blockade exercise on 12 August 2026, escorting a simulated merchant vessel — a Yushan-class landing platform dock standing in for the merchantman — through waters off the east coast to Hualien and Suao, where the cargo was offloaded and moved inland; a minesweeper cleared and marked the channel. The Coast Guard Administration described the purpose as cross-agency coordinated response and maritime defence resilience, and said it was the first time it had run such a drill with the navy. On the same morning, between roughly 06:30 and 09:30, the PLA Navy frigate Honghe and the Indonesian navy frigate KRI I Gusti Ngurah Rai conducted a joint exercise in waters east of Taiwan covering formation manoeuvring, maritime communications and replenishment at sea — the first exercise China has conducted with a foreign navy in those waters and the first it has publicly announced there. Taiwan's Mainland Affairs Council called the announcement an infringement of sovereignty and a threat to regional security, and Taipei asked Jakarta to explain its participation; Indonesia said the exercise was not threatening. The US State Department urged Beijing to stop military pressure on Taiwan. Chinese presence east of the island has grown since Beijing began what it calls law-enforcement patrols there in June 2026.
Why it matters. The eastern approaches are where this module's two live questions meet, and the coincidence of dates makes both visible at once. Taiwan's resilience case rests on being resupplied from the side of the island away from the strait, which is what the escort drill rehearsed — and the destinations matter more than the ships, because Hualien and Suao are the ports the case depends on. Beijing's counter-argument is made administratively rather than militarily: not that the eastern approaches can be closed, but that they are not exclusively Taiwan's. Bringing a third state's warship into them changes the character of that claim, because a bilateral exercise implies a normal maritime space in which normal navies train, which is exactly the proposition Taipei disputes. What this does not establish is that Indonesia endorses Beijing's position on Taiwan; Jakarta has not said so, and reading a single passage exercise as a diplomatic alignment would overstate it.
Taiwan's 42nd Han Kuang exercise concluded on 14 August 2026 at Bo'ai Camp in Taipei, ten days after it began on 5 August, with the chief of the general staff, service chiefs and regional commanders present. Defence Minister Wellington Koo said the exercise had run with fully operational command centres at every level for the first time and had continued the unscripted format, with units responding to developing orders rather than a rehearsed sequence; he praised participating troops and told officers to address the problems the exercise had identified. Reporting describes it as Taiwan's largest military exercise since 1984, mobilising more than 20,000 reservists. Its components included the two mobile-network throttling windows on 10 and 13 August recorded separately in this module, dispersal of weapons production and mobilisation of civilian manufacturing, urban resilience training run inside the military exercise, and the joint navy–coast guard anti-blockade drill recorded above. China's defence ministry issued its first official comment on the exercise on its final day, spokesperson Chen Xi calling it a posturing, wasteful charade and accusing the governing party of stoking war panic.
Why it matters. The 9 August brief named the observable for after 14 August: what the government would report about which components were actually exercised. This is that report, and it is a report about scope and command architecture rather than about performance. The substantive claim is the command one — running every level live and unscripted is the difference between testing a plan and testing an organisation, and it is what produces the "issues identified" the minister referred to. That phrase is the most informative thing in the closing statement and also the least specific: no findings document has been published and no identified problem has been described. Beijing's timing is worth noting as a pattern rather than a development — an official comment withheld for nine days and delivered on the last one is a choice about how much attention to give the exercise.
