- The 102nd Military Base was established in 1995 on the lineage of a Soviet motor-rifle division that had faced the Turkish frontier, under a treaty whose term Russia and Armenia extended in 2010 to 2044 while widening the base's mission to cover Armenia's security generally. It is a brigade-sized formation of the Southern Military District's ground forces with a fighter and helicopter element at Erebuni airfield, and for three decades it was the physical guarantee of the Russian security relationship. That relationship has since been reduced to a formal shell: Armenia froze its CSTO participation in 2024, ended the Russian border-troop arrangement between 2024 and 2026, and signed framework agreements with the United States and the European Union — and yet has not moved to end the base's lease. The base is therefore the module's marker of the realignment's limit: what Armenia could end by agreement it has ended, and this it has not.
