Iran supplied Shahed-pattern one-way attack drones to Russia from 2022. The consequential transfer was not the airframes but the capability to build them: the design was licensed and localised, and Russian domestic production now runs at volumes and with modifications well beyond the imported batches. Assessing Iran's contribution by counting delivered airframes understates it by an order of magnitude.
