Iran supplied Shahed-pattern one-way attack drones to Russia from 2022. The consequential transfer was not the airframes but the capability to build them: the design was licensed and localised, and Russian domestic production now runs at volumes and with modifications well beyond the imported batches. Assessing Iran's contribution by counting delivered airframes understates it by an order of magnitude. The mechanism this created is economic as much as military — a cheap airframe engaged by an expensive interceptor is an attack on the defender's budget, and it is the reason for Ukraine's persistent interceptor shortage and for the rapid growth of gun- and electronic-warfare-based counter-drone methods on both sides. Reported short-range ballistic missile transfers are asserted by several governments and denied by Tehran; this module grades them separately from the drone relationship rather than treating the well-documented case as evidence for the contested one. What Tehran obtained in exchange — cash, and assessed access to Russian aviation, air defence and space cooperation — bears on a different theatre than this one.

- Ballistic-missile transfers are asserted by several governments and denied by Tehran, and are less firmly established in open sources than the drone relationship. They are recorded as contested and are not treated as part of the documented case.
- The return flow to Iran is ASSESSED, not documented. Cash is reported; access to Russian aviation, air-defence and space cooperation is analyst and government assessment, which is why no separate record is authored for it.
- Vigil publishes no quantities, delivery schedules or production figures for either the original transfers or the localised line.
- How far the localised production still depends on Iranian components or support is not established.
