Belarus's dependence on Russia for political survival, energy supply and export access, dated by this module to the disputed 2020 election and the protests that followed. It is the condition that made the 2022 provision of territory something Minsk was not placed to refuse.
Russia relied on economically by Belarus and the war in Ukraine. A directional arrangement: the two parties do not hold the same position in it. Authored once and read from both ends.

Synthèse
Belarusian political survival, energy supply and export access have all been reliant on Russia since the disputed 2020 election and the protests that followed it. The dependence is economic in its instruments and political in its effect: subsidised energy, market access for exports shut out of Europe, and the backing that kept a contested leadership in place. That is the condition in which the provision of territory, airspace and training areas from February 2022 has to be read — not as an alliance decision between comparable parties, but as what a state in this position was not placed to decline. Western sanctions on Belarus for its role in the invasion have tightened the same dependence they were intended to penalise, by further narrowing the alternatives to Russian markets and Russian credit.
Pourquoi c’est important
It is why the northern border is a Russian decision rather than a Belarusian one, and it is the module's clearest instance of sanctions deepening the dependency they targeted. Reading Belarus as an independent actor choosing a side misdescribes the range of choices available to it.

Ce qui reste inconnu
- Vigil publishes no figures for Belarusian trade dependence, energy subsidy values or credit exposure. The dependence is recorded as structural rather than measured.
- `validFrom` is dated to 2020, the point from which this module dates the dependence. The economic relationship long predates that and this module does not record when it began.
- How far the leadership's room for manoeuvre has narrowed since 2022, as against 2020, is not established.
Lectures que les éléments permettent aussi
- The refusal to commit the Belarusian army can be read as the one card the leadership has retained, or as evidence that its dependence is less total than it appears. The module records the behaviour and does not resolve what it demonstrates about the balance.
