Belarusian political survival, energy supply and export access have all been reliant on Russia since the disputed 2020 election and the protests that followed it. The dependence is economic in its instruments and political in its effect: subsidised energy, market access for exports shut out of Europe, and the backing that kept a contested leadership in place. That is the condition in which the provision of territory, airspace and training areas from February 2022 has to be read — not as an alliance decision between comparable parties, but as what a state in this position was not placed to decline. Western sanctions on Belarus for its role in the invasion have tightened the same dependence they were intended to penalise, by further narrowing the alternatives to Russian markets and Russian credit.
Warum es wichtig ist
It is why the northern border is a Russian decision rather than a Belarusian one, and it is the module's clearest instance of sanctions deepening the dependency they targeted. Reading Belarus as an independent actor choosing a side misdescribes the range of choices available to it.
