Ce qu’a été cette campagne

Ukraine contested the Black Sea with coastal missiles, uncrewed surface vessels and special operations rather than warships, pushing the Russian fleet from the western basin. The result reopened a shipping corridor unilaterally and restored the export economy the blockade had closed.

This campaign produced the clearest strategic success of the war for either side, and it did so through a category of weapon that did not meaningfully exist before it. It restored the export revenue on which Ukraine's economy and budget depend, removed a Russian coercive instrument over global food supply, and demonstrated that sea denial can be achieved cheaply against a conventional fleet — a lesson being studied intensively in other maritime theatres. It is also the module's clearest link between a military outcome and an economic one.

Synthèse

Russia's naval blockade in 2022 closed Ukraine's seaborne exports, which before the war carried the large majority of its grain and metals trade — an immediate global food-price event as well as a Ukrainian fiscal one. A UN- and Türkiye-brokered grain corridor operated from July 2022 until Russia withdrew from it in July 2023. Ukraine then contested the sea directly: coastal anti-ship missiles, long-range strikes on naval infrastructure in Crimea, and above all uncrewed surface vessels, which proved capable of damaging and sinking major warships at a cost ratio no navy had planned for. By 2024 the Black Sea Fleet had substantially relocated from the western basin, and Ukraine established and sustained its own shipping corridor along territorial waters without any agreement with Russia. Export volumes recovered toward pre-war levels; war-risk insurance costs remain the corridor's standing constraint.

From the fleet to the tankers

With the Black Sea Fleet displaced and Ukraine's own corridor working, the naval campaign changed object. From late 2025 the uncrewed surface vessels that had been used against warships were turned on the sanctioned tanker traffic carrying Russian crude — vessels sailing outside the G7 and EU price-cap regime, frequently with identification systems switched off. Ukraine's security service and navy have claimed a sustained series of such strikes through 2026, including at the approaches to Novorossiysk, and describe the effort as enforcement of sanctions by other means. The characterisation is the interesting part: a belligerent has taken on the physical enforcement of an economic regime that its partners write but police only through paperwork. Vigil records the pattern as established and the scale as claimed — the totals published run to a hundred vessels and more, they originate with the striking party, and no independent tally exists.

Issue et situation actuelle

The clearest strategic success of the war for either side, and it is Ukraine's. The blockade was broken without a negotiated agreement and without a fleet; exports recovered; and Russia lost both a military position in the western Black Sea and a diplomatic lever over global food supply. The campaign continues at lower intensity — strikes on port infrastructure and shipping persist and war-risk insurance remains elevated — but the central question of who can use the sea has been answered. What the campaign has not done is stop: since late 2025 the same uncrewed vessels have been employed against the sanctioned tanker traffic that carries Russian crude, which makes the Black Sea arena less a naval contest than an extension of the economic one.

Adaptations observées

Implications politiques

Removed a Russian coercive instrument that had been used to extract concessions in a multilateral forum.

Implications militaires

Established cheap uncrewed sea denial as a viable strategy against a conventional fleet, with consequences well beyond this theatre.

Implications économiques

Restored the export revenue on which Ukraine's fiscal position and agricultural sector depend, and removed a recurring source of global food price volatility.

Ce qui reste inconnu

  • Russian naval losses are documented visually by open-source projects and denied or minimised officially; totals should be read as floors.
  • Current naval dispositions are not published by this module and are not the basis of any claim here.
  • Insurance pricing on the corridor is commercially negotiated and only partially visible in published market data. Figures circulating in 2026 for a multiple-fold rise in tanker war-risk cover could not be traced to a published underwriting source and are deliberately not carried here.
  • The tanker campaign is documented almost entirely by the party conducting it. Vessel names, cargo histories and totals originate with Ukrainian security and naval statements; Russia minimises or denies them; and no independent tally of vessels struck, or of any resulting reduction in Russian export volumes, has been published. The pattern is established; the arithmetic is not.
  • The terms under which the 2022 grain arrangement was negotiated and abandoned are described differently by each participant.

Lectures que les éléments permettent aussi

  • Export recovery can be attributed to the sea-denial campaign, or to commercial risk appetite adjusting to a war that had become predictable. Both plainly contribute, and shipowner behaviour is not published in a form that separates them.
  • The fleet's relocation can be read as a defeat inflicted by Ukrainian action, or as a prudent repositioning that preserved the force at the cost of a mission. Which reading is correct affects how transferable the result is to other navies facing the same weapon.

Figure ici parce que l’évaluation propre à la fiche n’est pas la seule que ses sources permettent — et non comme une réserve sur l’évaluation ci-dessus.

À surveiller

Tout retour d’unités de surface russes majeures dans l’ouest du bassin

Would indicate that the sea-denial effect had been solved, which nothing currently suggests.
