Russia's naval blockade in 2022 closed Ukraine's seaborne exports, which before the war carried the large majority of its grain and metals trade — an immediate global food-price event as well as a Ukrainian fiscal one. A UN- and Türkiye-brokered grain corridor operated from July 2022 until Russia withdrew from it in July 2023. Ukraine then contested the sea directly: coastal anti-ship missiles, long-range strikes on naval infrastructure in Crimea, and above all uncrewed surface vessels, which proved capable of damaging and sinking major warships at a cost ratio no navy had planned for. By 2024 the Black Sea Fleet had substantially relocated from the western basin, and Ukraine established and sustained its own shipping corridor along territorial waters without any agreement with Russia. Export volumes recovered toward pre-war levels; war-risk insurance costs remain the corridor's standing constraint.

Blockade and the loss of seaborne export
Seaborne exports closed almost entirely, removing the route that carried the large majority of Ukraine's grain and metals trade and producing an immediate global food-price shock.
The negotiated corridor and its collapse
A UN- and Türkiye-brokered arrangement allowed inspected grain shipments to resume. Russia suspended participation repeatedly and withdrew in July 2023, restoring the blockade by threat rather than by presence.
Sea denial and the fleet's relocation
Uncrewed surface vessels, coastal missiles and strikes on naval infrastructure in Crimea made the western basin untenable for major surface units, and the fleet substantially relocated.
The unilateral corridor
Ukraine established and sustained its own shipping route along territorial waters without an agreement, and export volumes recovered toward pre-war levels. War-risk insurance cost, not naval threat, became the corridor's main constraint.
From the fleet to the tankers
With the Black Sea Fleet displaced and Ukraine's own corridor working, the naval campaign changed object. From late 2025 the uncrewed surface vessels that had been used against warships were turned on the sanctioned tanker traffic carrying Russian crude — vessels sailing outside the G7 and EU price-cap regime, frequently with identification systems switched off. Ukraine's security service and navy have claimed a sustained series of such strikes through 2026, including at the approaches to Novorossiysk, and describe the effort as enforcement of sanctions by other means. The characterisation is the interesting part: a belligerent has taken on the physical enforcement of an economic regime that its partners write but police only through paperwork. Vigil records the pattern as established and the scale as claimed — the totals published run to a hundred vessels and more, they originate with the striking party, and no independent tally exists.

The clearest strategic success of the war for either side, and it is Ukraine's. The blockade was broken without a negotiated agreement and without a fleet; exports recovered; and Russia lost both a military position in the western Black Sea and a diplomatic lever over global food supply. The campaign continues at lower intensity — strikes on port infrastructure and shipping persist and war-risk insurance remains elevated — but the central question of who can use the sea has been answered. What the campaign has not done is stop: since late 2025 the same uncrewed vessels have been employed against the sanctioned tanker traffic that carries Russian crude, which makes the Black Sea arena less a naval contest than an extension of the economic one.
