Taiwan manufactures the large majority of the world's most advanced logic chips in a small geographic cluster that depends on imported materials, imported energy and continuous power. The concentration is the exposure, and it exists now rather than only in a contingency.

This is why the Taiwan question is a global economic question rather than a regional political one. The concentration gives states with no position on sovereignty a direct material stake in the strait staying quiet, and it means disruption here would reach manufacturing sectors — automotive, consumer electronics, industrial, defence — with no connection to the dispute. It is also the clearest case in the module where a civilian industrial fact is simultaneously a deterrence variable, since the cluster's value to everyone is part of what makes the status quo stable.

Le système

Vue d’ensemble
Advanced semiconductor manufacturing is concentrated in Taiwan to a degree with no parallel in any other critical industry. The most advanced process nodes are made almost entirely on the island, in a cluster running down the western plain through Hsinchu, Taichung and Tainan. The system is a flow, not a stock: it depends on imported specialty chemicals, gases, wafers and equipment, on a continuous and very high-quality electricity supply, and on air and sea freight to move product out. Capacity is being built elsewhere — in the United States, Japan and Europe — but leading-edge capability transfers slowly, and published assessments consistently describe the concentration as reducing over years rather than being resolved. Taiwan's own policy treats the cluster as a strategic asset, and its dependence on imported energy ties this system directly to the energy record alongside it.
Ce qui en dépend
Mutual and asymmetric. The world depends on Taiwan for advanced logic to a degree that cannot be substituted quickly; Taiwan depends on imported inputs, imported energy and open freight to run the cluster at all. Neither dependence is resolvable on a short timescale, and both are structural facts of the present rather than features of any scenario.
Effets d’une perturbation
Interruption propagates outward faster and further than the sector's size suggests, because a missing component stops a finished product regardless of what that product is. The 2020–2023 shortage — which had nothing to do with the strait — is the available empirical evidence for how that propagation behaves. Within Taiwan, an interruption is an employment, tax-base and export-earnings event at national scale.
Alternatives et redondance
Real but slow, and asymmetric in both directions. For customers, capacity in the United States, Japan and Europe is being built and is genuinely reducing the concentration at trailing and mid nodes; leading-edge substitution is the hard case and published assessments describe it in years. For Taiwan, input suppliers are diversified but several specialty materials and equipment categories have very few global sources of their own — so the cluster's own supply chain has concentration problems that mirror the one it creates.

In this systemThe northern anchor of the cluster and the module's published marker for advanced semiconductor manufacturing.

Why it mattersThis is the most economically consequential location in the module. The concentration here is not only fabrication capacity but the surrounding ecosystem — specialty chemicals, substrates, advanced packaging, servicing and decades of tacit expertise — which is the part capital alone cannot duplicate elsewhere. It is the physical content of the phrase "silicon shield", and the reason a Taiwan disruption would be a global industrial event rather than a regional one.

What to watchAdvanced-node capacity and research milestones; how overseas fab expansion changes the concentration; export-control decisions affecting the ecosystem's customers and suppliers.

  2. Taiwan's second city and a central node in the semiconductor manufacturing corridor, hosting advanced fabrication capacity alongside heavy industry and one of the island's largest power-generating concentrations.

In this systemCentral-west industrial node, part of the same manufacturing corridor.

Why it mattersTaichung shows how tightly Taiwan's chip industry and its energy system are coupled: advanced fabrication is enormously power-intensive and intolerant of interruption, and it sits in the same region as major generation. That coupling is why energy resilience is an economic-security question here, not only a civil one.

What to watchAdvanced-node capacity decisions; grid resilience and generation policy affecting the manufacturing corridor.

  3. Taiwan's oldest city and the southern anchor of the semiconductor corridor, home to a major science park hosting leading-edge fabrication capacity.

In this systemThe southern manufacturing node.

Why it mattersThe advanced-node ecosystem is not a single site but a corridor running from Hsinchu through Taichung to Tainan, and the southern science park holds a significant share of the most advanced capacity. The geographic spread matters analytically: it means the "silicon shield" is a regional industrial system rather than one campus, and correspondingly harder to relocate.

What to watchLeading-edge capacity expansion in the southern parks; water and power supply constraints affecting fabrication.

In this systemPrincipal southern port for inbound materials and outbound freight.

Why it mattersTaiwan's economy is an import-and-export system running through a small number of large ports, and Kaohsiung is the largest. Its significance in this module is economic continuity: container throughput, energy imports and the shipping links any maritime disruption would affect first. It also sits nearest the southern approaches, where the Bashi Channel connects the strait to the open Pacific.

What to watchContainer throughput and shipping-line routing decisions; energy import handling; war-risk insurance pricing affecting calls at Taiwanese ports.

In this systemNorthern port serving the Taipei and Hsinchu region.

Why it mattersKeelung is the northern half of Taiwan's port system and the point where the island's trade geography connects to the northern approaches. Its relevance here is continuity of northern maritime access, and its proximity to the East China Sea context that draws Japan into the system.

What to watchNorthern shipping continuity and routing; port throughput as an economic indicator.

  6. Taiwan's capital and the seat of its presidency, legislature and defence ministry — the city where the island's contested status is decided as ordinary democratic politics, through elections, budget votes and public argument.

In this systemAdministrative and air-freight hub; high-value chip product moves by air rather than sea.

Why it mattersAlmost every variable in this module is set in Taipei: defence spending passes or stalls in the Legislative Yuan, the Ministry of National Defense publishes the daily activity figures the outside world reads as the pressure baseline, and the presidency sets the cross-strait language Beijing responds to. Since 2024 the executive and the legislature have been held by opposing parties, which makes Taiwan's own defence decisions a genuine variable rather than a given.

What to watchBudget appropriations and their execution rather than announcements; cross-strait language in presidential statements; the 2028 election cycle as it begins to shape positioning.

In this systemSouthern maritime approach for inbound materials and outbound bulk.

Why it mattersThe Bashi Channel is where Taiwan's geography stops being a bilateral question. It is a principal route between the South China Sea and the open Pacific, carrying commercial traffic and undersea cables, and it is the reason the Philippines is part of this system whether or not Manila wishes to be. Its narrowness relative to the ocean either side is what gives the phrase "maritime access" concrete meaning here.

What to watchShipping and cable continuity through the channel; regional exercise activity and access arrangements in northern Luzon; any assertion of jurisdiction over waters in the area.

Historique documenté des perturbations

Implications politiques

Gives many states a material interest in the status quo, which is part of the deterrence picture whether or not anyone intends it as such.

Implications militaires

Explains why the cluster's continued operation features in public discussion of any coercive scenario, in ways this module records with care.

Implications économiques

The single largest channel through which any Taiwan disruption would reach the world economy, and a present source of policy activity in several capitals.

Ce qui reste inconnu

  • Site-level capacity, yields and customer allocation are commercially confidential and are not published; this record makes no claim about them.
  • Published estimates of the timeline for meaningful leading-edge diversification vary widely and are contested among analysts.
  • Input-material dependency is documented unevenly and is often described only at industry-aggregate level.

Lectures que les éléments permettent aussi

  • Diversification investment elsewhere can be read as reducing Taiwan's exposure, or as reducing everyone else's dependence while leaving Taiwan's own vulnerability unchanged and its deterrent value diminished. Both readings are held, and they imply opposite things about whether diversification improves stability.
  • The cluster's role in deterrence can be read as a real stabilising factor or as an argument that has never been tested and may not survive contact with a decision taken for political reasons. This module records the argument rather than endorsing it.

Announced capacity and producing capacity are different figures, and only the second changes the concentration.

They reorganise the trade geography faster than any factory can be built, and they now originate in several jurisdictions.

The 2021 drought showed these are live constraints in ordinary years, not only in a crisis.

Concentration des matériaux intrants

The cluster's own suppliers include several near-monopoly sources; that exposure is less discussed than the one it creates.
