    Taiwan imports roughly ninety-six to ninety-seven per cent of its primary energy. There is no domestic production at scale, no pipeline connection and no land route. Energy policy over the last decade shifted generation toward liquefied natural gas while nuclear output fell to zero — the last operating reactor shut down in May 2025 — which raised the share of the mix depending on a continuous stream of arriving cargoes. Gas supplied about 48 per cent of generation in 2025 and coal about 35. The reserves behind them are not one number and not interchangeable: the gas security stockpile is an 11-day requirement stepping to 14 by 2027, coal is held to around 30 days, and oil carries a 90-day statutory reserve. Gas is the binding case because it is both the largest share and the shortest cover — it boils off and cannot be warehoused the way coal or crude can. The adequacy of those targets is a live public argument.

    The system has already demonstrated thin margins for reasons unrelated to the strait. Island-wide power failures in 2021 and 2022 arose from domestic grid faults and prompted a substantial public commitment to grid hardening and resilience. Those events are the available evidence about how the system behaves under stress, and their causes were entirely internal.

    Electricity generation is the transmission point between fuel arrival and the real economy. Industrial output is capped by available power, and semiconductor fabrication is among the least interruptible loads on the island — a fabrication process cannot be stopped and restarted cleanly. That connects the energy dependence directly to the cluster whose output the rest of the world depends on, which is the specific reason this is an international exposure rather than a domestic Taiwanese one.

    What an interruption to arriving energy would do is not documented and Vigil does not assert it. Named as worth watching rather than asserted: the 2021–2022 outages were grid faults rather than supply failures, so they show how the system behaves when generation is lost and not how it behaves when fuel stops arriving, which are different problems. The firmer observations are that the binding constraint is the eleven-day gas stockpile rather than the ninety-day oil reserve, that no policy lever changes that on the timescale of a disruption, and that the generation mix — the one real lever — moves on an electoral rather than a strategic timetable. Vigil publishes no estimate of tolerance, duration or output effect.
