Synthèse

The United States led the anti-ISIS coalition and built the Syrian Democratic Forces into its ground partner from 2015. The relationship destroyed the ISIS caliphate and, as a by-product, secured a decade of Kurdish-led self-administration in the northeast that no other arrangement would have sustained. It ended in stages: US forces drew down from February 2026 and handed over their last major base to the Syrian government on 16 April, concluding more than a decade of military presence. American influence now runs through diplomacy, the Caesar-repeal certification cycle — whose criteria still reference Kurdish rights — and the mediation of the Israel–Syria file. On 25 August 2026 the SDF announced its own dissolution as an independent military force.

Pourquoi c’est important

It is the module's demonstration that a partnership can achieve its stated objective completely and leave its partner without a position. The SDF got the caliphate destroyed and a decade of autonomy, and when the patron's interest ended it had neither a treaty nor a guarantee to fall back on — which is the standing lesson every armed partner in the region now reads.

• What the certification criteria referencing Kurdish rights would require in practice, and what would follow from a failed certification, is not established.

• The withdrawal can be read as a considered handover once the integration agreement made the northeast a state responsibility, or as a departure whose timing was set in Washington and to which the agreement was fitted. The sequence — agreement in January, drawdown from February — is consistent with both.
