Synthèse

Türkiye has supplied Mali with armed drones since December 2022, beginning with the Bayraktar TB2 — seventeen airframes reported integrated — and adding Akıncı aircraft from December 2024, with a further batch recorded in 2026. The relationship is a commercial defence sale with training attached, and the corpus is explicit about what makes it distinctive: it carries no political conditions. That is what allowed it to outlast the Western security relationship, which attached governance conditions the transition rejected, without requiring the political price of the Russian one. The capability reshaped the northern war by giving the Malian armed forces persistent armed reconnaissance they had not previously held.

Pourquoi c’est important

It is the third model of external security assistance visible in this module, alongside the Western one Mali expelled and the Russian one it embraced — and the only one of the three that is purely transactional. That it has been the least controversial and among the most militarily consequential is the finding.
