Ce qu’a été cette campagne

Since the 2004 accession NATO has policed Baltic airspace with fighters Allies volunteer on a four-month rotation, under Allied Air Command's direction. It is the module's oldest continuous activity, and the case that separates NATO direction from national command of the aircraft.

This is the mechanism through which the Alliance is continuously present in the airspace where its most frequent friction with Russia occurs, and it is the reason an air command, three operations centres and a set of host air bases sit in this module's Force Atlas. It is also the module's working example of a standing NATO activity that confers direction without transferring command — the distinction that governs every command edge here.

Synthèse

When Estonia, Latvia and Lithuania acceded in March 2004 they had no fighter force with which to police their own airspace, and NATO took on the task. Allies that possess the required capabilities volunteer aircraft, and the responsibility rotates every four months. Participating fighters have been based at Šiauliai in Lithuania since the mission's deployment; since 2014 NATO aircraft have also been based at Ämari in Estonia, and since 2024 Lielvārde in Latvia is capable of hosting them. Allied Air Command at Ramstein oversees the mission with 24/7 command and control from three combined air operations centres whose areas of responsibility overlap; when an interception is required the relevant centre decides from which base aircraft are scrambled. As part of the assurance measures introduced after 2014, Allies supplemented the existing air-policing forces in the Baltic states, deployed additional aircraft to Poland, and augmented the national air-policing capabilities of the Bulgarian and Romanian air forces. Since September 2025 the Eastern Sentry activity has deployed further assets that complement air policing along the flank.

Objectifs déclarés

Ce que disent les participants. Chaque entrée cite où la position a été exprimée ; Vigil consigne qu’elle a été exprimée, non qu’elle est vraie.

  • To preserve the integrity of Allied airspace by monitoring and patrolling the skies of Allies that lack the capability to do so alone.

Objectifs évalués

La lecture de Vigil, assortie d’un degré de confiance. Tenue structurellement à l’écart des positions déclarées, afin qu’une évaluation ne puisse jamais être publiée comme l’objectif déclaré de quelqu’un.

  • The mission's continuity, rather than its size, is what it contributes: a permanent allied presence in the airspace of states that joined without one, sustained across two decades and unbroken by the changes of 2014 and 2022.

Forces principales

  • Allied Air Command Force principale · Confiance : élevée · au 2025-10-24

NATO states that Allied Air Command "oversees the NATO Air Policing mission with 24/7 command and control from three Combined Air Operations Centres".

Soutiens et acteurs extérieurs

  • Combined Air Operations Centre Uedem Supporting force · Confidence: High · as of 2025-10-24

One of the three centres that plan, direct and coordinate allied air forces and decide which base scrambles for an interception.

  • Allied Command Operations Supporting force · Confidence: High · as of 2025-10-24

Allies provide aircraft and assets "under SACEUR's direction" — NATO's own word, and deliberately not operational control.

Issue et situation actuelle

Running continuously since 2004 and unchanged in form. Its adaptations have been additive: more basing options since 2014 and 2024, supplementary assets after 2014, and complementary capabilities under Eastern Sentry since September 2025.

Implications politiques

Rotation means the mission's continuity depends on Allies volunteering aircraft four months at a time, which makes it a recurring political commitment rather than a settled one.

Implications militaires

The mission provides presence and interception capability; it does not provide air defence of the Baltic states, which is a national and integrated-air-and-missile-defence question the module treats separately.

Ce qui reste inconnu

  • NATO publishes no current detachment roster, aircraft numbers or basing assignments for the mission, and none is carried here.
  • Scramble and intercept totals are published by some Allies as annual aggregates and by NATO not at all. They are not a Vigil series: counting NATO's responses would measure allied activity, not Russian activity.
  • The doctrinal label for the command relationship is not published. NATO says direction and command and control; no source reached uses operational control or operational command.

Lectures que les éléments permettent aussi

  • The mission's longevity could be read as institutional inertia rather than as continuing necessity. The 2014 and 2024 basing additions, and the 2025 supplementation, are evidence against that reading but do not settle it.

À surveiller

Si le modèle de rotation de quatre mois change

NATO has adapted the mission additively for twenty years without altering its rotational basis. A move to persistent basing would be a change of kind, not of degree.

Comment la police du ciel et Eastern Sentry s’articulent dans le temps

NATO describes Eastern Sentry assets as complementing air policing. Whether that remains a supplement or becomes the primary arrangement is not yet established.
