Synthèse

Türkiye recognised Armenia in December 1991 and did not establish diplomatic relations; it closed the land border in 1993 in solidarity with Azerbaijan during the first Karabakh war. The 2009 Zurich protocols would have opened the border and established relations, and were withdrawn unratified after Baku objected. Special envoys were appointed in 2021 after the second Karabakh war, direct flights resumed, and a border crossing was opened for third-country nationals and diplomatic passport holders in 2023. Ankara has tied full normalisation to the Armenia–Azerbaijan peace process, and the 2025 Washington declaration was read in Yerevan as removing the last objection; the border has not opened to general traffic. The 1915 question sits under the whole file and is addressed by neither government in the normalisation texts.

Pourquoi c’est important

An open Turkish border would end Armenia's dependence on the Georgian and Iranian routes and make the Syunik question a matter of one more crossing rather than the only one. That is why the track's pace is set in Baku, and why the module's economic geography cannot be read without it.

• The slow pace since 2025 can be read as Ankara waiting for the peace agreement's signature, or as a preference for keeping the border as leverage over both Yerevan and the corridor question. The absence of movement is consistent with either.
