Chinese state media announced on 5 August that, because of the approach of Typhoon Dolphin, vessels heading north through the southern entrance of the Taiwan Strait would from the following night be subject to traffic-control measures and were to follow the instructions of maritime management authorities. Taipei called the instruction illegitimate, said Beijing has no right to restrict access to what it treats as international waters under the UN Convention on the Law of the Sea, and rejected the claim of authority rather than the safety advice. Taiwan's coast guard told operators it had observed no Chinese interference with shipping, asked vessels to report any broadcast demands, and said it would continue to safeguard freedom of navigation.

Why it matters. This belongs to the module's maritime-pressure baseline as a jurisdictional claim, not as an incident. The pattern the module tracks is the use of administrative and law-enforcement language — safety, traffic management, customs enforcement — to assert authority that a military instrument would make explicit and contestable.
