Taiwan announced that its Han Kuang exercises, scheduled for 5–14 August, would test dispersal of weapons production, conversion of civilian factories, protection of maritime supply routes, coordination between naval and coast-guard forces, and continuity under simulated disruption to mobile communications. The urban-resilience component is to be integrated with the military exercise rather than run separately. The exercise had not begun as of this brief and nothing here assesses how it performs.

Why it matters. The exercise design treats resilience as the ability to sustain production, communications and imports rather than solely as battlefield mobilisation. It connects Taiwan's military planning to the economic and civil systems that would determine whether prolonged pressure could be absorbed. The observable after 14 August is which components were actually exercised and what the government reports about them — not the announcement itself.
