This is the same instrument as the Malian fuel blockade, applied without limit, and running four years longer. Where Bamako has been squeezed through its import corridors, Djibo has been enclosed: the population concentrated inside it by force, the roads denied, the supply line moved into the air. It is also the clearest available answer to the question the whole module keeps asking — whether reach becomes control. Here an armed coalition has had a town surrounded for over four years and has not taken it, while the state has held a town it cannot administer or supply by road. Neither side's position is what a map of control would show.

From 16–17 February 2022 jihadist forces, primarily Ansarul Islam and JNIM, encircled Djibo, the provincial capital of Soum in northern Burkina Faso. Infrastructure was destroyed, roads were mined and supply convoys were ambushed; surrounding populations were forcibly relocated into the town, taking it from about 60,000 inhabitants to between 200,000 and 300,000, and about 370,000 besieged by December 2022. From around May 2022 resupply depended chiefly on humanitarian airlift, with occasional military-escorted road convoys — the first in four months, of 74 trucks, ran in March 2023, and a convoy that reached the town in June 2023 was ambushed on the return with 31 or more soldiers killed. Major assaults followed at intervals: the Gaskinde convoy ambush of 26 September 2022 killed 26 soldiers and 10 civilians and destroyed 95 vehicles; an assault reported at around 3,000 fighters on 26 November 2023 killed at least 40 civilians; a large coordinated attack on 11 May 2025 killed at least 100 people, mostly soldiers, with roughly US$3 million in munitions reported captured; and a further major raid came in September 2025 during a wider Soum-corridor offensive. The town has not been captured.

Encirclement and population concentration
The town was surrounded, infrastructure destroyed, roads mined and bridges cut. Surrounding populations were driven inside, multiplying the population several times over. An attempt at negotiation in April 2022, after the Emir of Djibo met Ansarul Islam commanders, produced a brief easing and a 100-truck convoy — then collapsed, with pro-government militias reported to have killed 20 civilians attempting to leave. By October humanitarian airlift had become the primary means of supply.
Attrition on the relief columns
The heaviest documented losses fell on resupply rather than on the town. The Gaskinde ambush of 26 September 2022 killed 26 soldiers and 10 civilians and destroyed 95 vehicles. A 74-truck convoy in March 2023 was the first in four months; another reached the town in June 2023 and was ambushed on the return, with 31 or more soldiers killed.
Mass assaults without capture
Attacks escalated in scale without producing occupation. An assault reported at around 3,000 fighters on 26 November 2023 killed at least 40 civilians; the military claimed over 400 insurgents killed in counter-operations, a figure that is its own and unverified. Local sources said the military base was overrun; the government said it was retaken. On 11 May 2025 a large coordinated attack killed at least 100, mostly soldiers, with roughly US$3 million in munitions reported captured. A further major raid followed in September 2025.
