What this actor is

Türkiye enters this module through two things only: the Montreux Convention, under which it controls warship transit through the Turkish Straits and therefore the naval composition of the Black Sea, and its part in the alliance's political and command mechanisms — Allied Land Command is seated at Izmir. Its own territory, forces and southern-flank concerns are outside the perimeter and are not covered.
