What this actor is

The European Union is not a defence alliance and commands no forces, but three of the things this module examines run through it: military mobility, where the obstacles are customs rules, permits, gauge and bridge classifications rather than distance; defence-industrial financing, where EU instruments fund a large share of European ammunition expansion; and sanctions, which are an EU competence. Twenty-three of its members are also NATO members, so most of the flank sits inside both systems at once.
