What happened
Allies agree to deploy additional forces to the eastern flank, scaling up beyond the battalion-size multinational battlegroups to brigade-size units where and when required. They also agree a new NATO Force Model with more troops at high readiness, and further measures to improve NATO's ability to reinforce Allies in the east.
Two of the module's standing facts are decided here. The brigade scale-ups in Latvia and Lithuania are implementations of the first decision — and the wording "where and when required" is why NATO still calls all nine formations battlegroups regardless of size. The second decision is the origin of the readiness architecture that replaced the NATO Response Force two years later.
